What ISO are you using? I can’t reproduce this when doing a German installation in virt-manager using Kicksecure-Xfce-17.2.8.5.Intel_AMD64.iso.
Are you sure the root filesystem is using a normal Linux filesystem? If you used manual partitioning, make sure to use a filesystem such as ext4 or xfs for the root partition. Filesystems like fat32 or NTFS will almost certainly not allow the installation to succeed.
